INVITATION TO BID
PUBLIC BIDDING 2020-0094
1. National Power Corporation (NPC) has received financing from the European Union administered by World Bank toward the cost of the Access to Sustainable Energy Project (ASEP), Philippines, and intends to apply part of the proceeds toward payments under the contract for Solar Home Systems for Access to Sustainable Energy Project, Window 2.
2. National Power Corporation (NPC) now invites sealed bids from eligible bidders for the supply of 30, 500 Solar Home Systems (SHS) units and associated services in the service areas of:
-c COTELCO - Cotabato Electric Cooperative, Inc.
-c DASURECO - Davao del Sur Electric Cooperative, Inc.
-c SOCOTECO 2 - South Cotabato 2 Electric Cooperative, Inc.
-c SUKELCO - Sultan Kudarat Electric Cooperative, Inc.
-c COTELCO - Cotabato Electric Cooperative, Inc.
-c FIBECO - First Bukidnon Electric Cooperative, Inc.
located in Mindanao. These SHS units are to be installed in accordance with program milestones. No margin of domestic preference shall be applied for this procurement. However, bidders should already have Lighting Global (LG) verified solar products or as stated within the Bidding Documents to be technically qualified to participate.
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank-s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [dated January 2011, revised July 2014] (-œProcurement Guidelines-), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank-s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from NPC ASEP Project Management Office, and inspect the bidding documents during office hours, 0900 to 1700 hours MNL time, at the address given below.
5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of USD100.00. The method of payment will be by check or cash deposit in the name of National Power Corporation. The document will be sent by express courier to a requested address or collected at the address given below. Alternatively, a soft copy by email may be requested by emailing a request to: bcsd@napocor.gov.ph or downloading from this link: https://www.napocor.gov.ph/BCSD/bids.php - however, only those who have paid the US$100 fee for the bidding documents will be permitted to Bid for the Project. Those who have not paid the fee will be automatically disqualified during Bid Opening. Those who have not paid the fee will not be permitted to ask questions at the Pre-Bid meeting (but may attend the Pre-Bid Meeting) or be entitled to a formal response from the Procuring Entity to and Bidding Document clarifications.
6. A Pre-bid meeting shall be held on 18 June 2020, 9:30 AM, at the address below and shall be open to only authorised representatives of Suppliers that are interested to Bid. In line with COVID-19 safety measures, the conduct of pre-bid meeting is also available online. However, only registered bidder/s (bought/purchased the BDs) shall be allowed to participate for the conduct of virtual pre-bid conference. Unregistered bidders may attend the Pre-Bid Conference at the KaA+/-ao Room, NPC subject to the following:
-c Only a maximum of two (2) representatives from each bidder/company shall be allowed to participate; and
-c No Face mask / No Entry policy shall be implemented in the NPC premises. Face mask shall be 3-ply surgical mask or KN 95 mask type
