The employment area of the Oulu region is a labor authority made up of 11 municipalities. These municipalities are Oulu, Hailuoto, Ii, Kempele, Liminka, Lumijoki, Muhos, Pudasjärvi, Tyrnävä, Utajärvi and Vaala. The city of Oulu is the authority responsible for the employment area, and these tasks are handled by BusinessOulu. The competition establishes a framework arrangement that does not involve mini-competitions or re-competitions.
