2. Applicant's qualification requirements:

1. Meet the requirements of Article 22 of the "People's Republic of China Government Procurement Law";

2. Qualification requirements to be met to implement government procurement policies: (1) In accordance with the "Notice on Adjusting and Optimizing the Implementation Mechanism for Government Procurement of Energy-saving Products and Environmentally Labeled Products" (Caiku [2019] No. 9), "Regarding Government Procurement of Environmentally Labeled Products Notice on the List of Procurement Items (Caiku [2019] No. 18), “Notice on Printing and Distributing the List of Government Procurement Items for Energy-saving Products” (Caiku [2019] No. 19), and the State Administration of Market Supervision on Issuing Participation in the Implementation of Government Procurement of Energy-saving Products, The Announcement of the List of Certification Bodies for Environmental Labeling Products (No. 16 of 2019) and other documents require the implementation of priority procurement and compulsory procurement bid evaluation methods for products in the list of energy-saving and environmental labeling items purchased by the government. (2) In accordance with the requirements of the "Notice of the Ministry of Finance on Issues Concerning the Inquiry and Use of Credit Records in Government Procurement Activities" (Caiku [2016] No. 125), according to the bid opening time "Credit China" website (www.creditchina.gov. cn), China Government Procurement Network (www.ccgp.gov.cn), on the list of persons listed in untrustworthy enforcement, the list of parties to major tax violations, the list of records of serious violations of government procurement, and other non-compliance with the "People-s Republic of China" Bidders under the conditions specified in Article 22 of the Government Procurement Law refuse to participate in government procurement activities, and at the same time print and archive credit information inquiry records and evidence. (5) According to the "Notice on Issues Concerning Government Procurement Supporting the Development of Prison Enterprises" issued by the Ministry of Finance, this project provides a 6% deduction for the price of prison enterprise products. (6) According to the "Notice on the Government Procurement Policy for Promoting the Employment of Disabled Persons" issued by the Ministry of Finance, the Ministry of Civil Affairs, and the China Disabled Persons' Federation, this project provides a 6% deduction for the price of welfare units for the disabled. Note: Small, medium and micro enterprises use the "Small and Medium Enterprise Declaration Letter" filled out by the bidder as the judging standard, and the disabled welfare units use the "Disabled Welfare Unit Declaration Letter" filled out by the bidder as the judging standard. Certificates issued by prison administrations and drug rehabilitation administrations at or above the provincial level (including Xinjiang Production and Construction Corps) belong to prison enterprises, otherwise they will not be recognized. The above policies are not repeated.

3. Specific qualification requirements for this project: First and second packages: (1) The bidder shall meet the conditions stipulated in Article 22 of the Government Procurement Law of the People-s Republic of China and provide the following materials: ① The bidder shall provide the validity period A copy of the business license or the legal person certificate of a public institution or a private non-enterprise unit registration certificate or a copy of the social group legal person registration certificate or the foundation legal person registration certificate affixed with the official seal; ②The bidder must provide a third-party accounting firm for 2019 or 2020 A copy of the audited corporate financial report is stamped with the official seal or a copy of the credit certificate issued by the bank is stamped with the official seal; ③The bidder must provide a copy of relevant certification materials for tax and social insurance payment for any month from July 2020 to now Stamp. (2) If the bidder is the legal representative to participate in the bidding, he must provide the legal representative-s identity certificate (signed or stamped by the legal representative) and a copy of the legal representative-s ID card with official seal; To participate in bidding, the authorized person must provide the legal representative authorization letter (signed or stamped by the legal representative) and a copy of the authorized person-s ID card with official seal; (3) The bidder must be included in the "Police Dress Series" of the Ministry of Public Security The enterprises that have passed the Type Inspection List of Variety Manufacturers (the deadline until the bid opening date) shall provide copies of the certification materials with their official seals.
