REQUEST FOR EXPRESSION OF INTEREST



PROJECT : Consultancy Services for the Conceptual Master Planning and Site Engineering of the PGH Diliman Complex and the Detailed Architectural and Engineering Design for Phase 1 of PGH Diliman

OWNER : UNIVERSITY OF THE PHILIPPINES





1.0 The University of the Philippines System, through GAA 2019, intends to apply the sum of One Hundred Million Pesos (Php100, 000, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Consultancy Services for the Conceptual Master Planning and Site Engineering of the PGH Diliman Complex and the Detailed Architectural and Engineering Design for Phase 1 of PGH Diliman. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.



2.0 The University of the Philippines System now calls for the submission of eligibility documents for the procurement of Design Consultancy Services whose on-site presence will ensure that daily construction activities satisfy standards of quality, timeliness and budget specified for the project. Additional description of the project are as follows:

-c Location: Arboretum, UP Diliman Campus

-c Description of the Project: PGH Diliman shall have Level 3 Hospital Facilities at the UP Diliman Arboretum. Initially, the complex shall be designed to accommodate 700 beds, but the master plan shall consider expansion of the complex to accommodate 1, 400 beds.

The design consultancy calls for the conceptual master planning for the PGH Diliman Complex and the Completed Architectural and Engineering A&E Plans, Specifications and Detailed Designs for PGH Diliman, including all Site and Landscape Development, Roads and Parking that will directly support the PGH Diliman from the campus main entry gate to the project site, as well as Auxiliary Structures and Facilities needed to operate PGH Diliman. It will also include occasional construction supervision during the construction of the PGH Diliman. The design consultant shall work with the University until the final turnover and acceptance of all three phases of the construction.

-c Contract Duration: Three Hundred calendar days (300 C.D.)





The BAC shall hold a Preliminary Conference to discuss the terms and conditions under the REI on Monday, September 30, 2019, 10:00 A.M. Interested consultants must submit their eligibility documents on or before October 7, 2019; 10:00 AM at the Procurement Office, Room 104 Virata Hall (ISSI Bldg.) E.Jacinto St., UP Diliman Campus, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion.



3.0 Interested consultants must be registered online with the Philippine Government Electronic Procurement System (PhilGEPS) as legitimate service providers of the Government.



Interested consultants must have at least ten (10) years- experience in complete architectural and engineering design of healthcare projects, including medical programming, medical master planning, and medical equipment programming; experience in designing either a Joint Commission International (JCI) and/or ISO accredited hospital; track record of designing both privately and publicly funded healthcare facilities; and must have successfully undertaken and completed at least one similar project/contract within the past ten (10) years costing at least 50% of the ABC.



4.0 The UP System Special Bids and Awards Committee (SBAC) shall draw up the short list of consultants from those who have submitted the Eligibility Documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-, and its Implementing Rules and Regulations (IRR).
