The contract holder is responsible for guidance programs in the context of sustainable neighborhood development. With the 'project guidance for sustainable neighborhood development', the East Flanders Provincial Council aims to support owners of residential areas to be renovated towards a 'integral approach'. The need for (energetic) renovation of the housing stock in a specific neighborhood is used as a lever to approach the neighborhood holistically. In this way, various social challenges (e.g. demographic, mobility, climate adaptation, social dynamics, ...) can be tackled in one go. The contract holder is responsible for guiding the neighborhood owner (a housing association, an intermunicipal company, an intermunicipal partnership, a local government, a private party, ...) in the preparatory phase and ensures coordination between the neighborhood owner and various stakeholders, in particular the local government with which a cooperation agreement must also be drawn up. The output of the program guidance is one concept note with a detailed transformation proposal for the project area. The probable quantity is 4 route guidance. Support in the translation of the transformation proposal into one is also a conditional component implementation specifications provided.
