This is not a solicitation; this is a request for information rfi.
Subject: request for information (rfi), synopsis for paracentesis trays for the department of veterans affairs, veterans health administration (vha). The purpose of this rfi is to obtain information on the capability of vendors to provide paracentesis trays for the veterans health administration. This rfi allows potential contractor to submit a non-binding statement of interest and documentation demonstrating their capabilities, and suggestions that will allow the government to refine its potential course of action. The rfi effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The strategic acquisition center (sac) is requesting response from qualified business concerns. The naics code for this effort is 339113, surgical appliance and supplies manufacturing; the psc is 6515.
Background: vha is comprised of 152 medical centers responsible for providing high quality and timely commodities and services for our veterans and their families. These medical facilities are located throughout the united states. The vha national standardization program identified paracentesis trays as a candidate for standardization. These trays are devices used by va clinicians to perform a minor surgical procedure that involves introducing a needle or cannula through the abdominal wall and enter the peritoneal space, for aspiration of fluid arising from disease of acute abdominal trauma.
As budgets become more constrained, enterprise acquisition solutions provide the capability to enhance and streamline acquisition processes to make them more efficient and provide an overall cost savings to the government. Thereby, the government s intent is to continue to leverage quantity buys across the va via a vha enterprise-wide contract vehicle for paracentesis trays.
Scope: the contractor is expected to provide an uninterrupted source of supply for all contracted paracentesis trays for the entire duration of resulting agreement period. The contractor shall provide quality items that meet the salient characteristics of the brand name or equivalent. The contractor s performance will be measured by the quality of the items provided based on the brand name or equal comparison.
Below are the general requirements and the identified brand name items with their salient characteristics.

1 general requirement: suppliers must provide fully integrated - self-contained - paracentesis trays containing any/all materials and surgical implements necessary that when assembled, allows a medical professional to perform a standard paracentesis procedure. Fully integrated means all components work together to accomplish the task e.g. Needles and syringes are compatible, all tubing provided with the kit must be of the proper size to make leak proof connections, etc.... At a minimum, the paracentesis tray must comply with the following minimum technical requirements (mtrs) and/or contain the following items:

instructions: submit a brief description, five (5) pages or less (including cover letter) that demonstrates your company can provide paracentesis trays anywhere in the united states. Provide your experience in performing these services for other government (federal or states) agencies.
