INVITATION TO BID



SUBSCRIPTION OF DEDICATED INTERNET CONNECTION



The Pag-IBIG Fund Corporate Headquarters, through its Bids and Awards Committee - Information Technology Resources (BAC-ITR) intends to apply the sum of Four Million Four Hundred Thousand Pesos (PhP4, 400, 000.00), inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Subscription of Dedicated Internet Connection. Bids received in excess of the ABC shall be automatically rejected at bid opening.



The Pag-IBIG Fund BAC-ITR now invites bids for the Subscription of Dedicated Internet Connection. Delivery and implementation of the Service shall commence as stipulated in Section VI., Schedule of Requirements. Bidders should have completed, within five (5) years immediately preceding the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II., Instructions to Bidders.



Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.



Interested bidders may obtain further information from the Pag-IBIG Fund BAC-ITR Secretariat and inspect the Bidding Documents at the General Services Department, Procurement Division, 20th Floor, Petron MegaPlaza, 358 Sen. Gil J. Puyat Avenue, Makati City starting November 5, 2019 during business hours.



A complete set of Bidding Documents may be acquired by interested Bidders starting November 5, 2019 from the Pag-IBIG Fund BAC-ITR Secretariat at the General Services Department, Procurement Division, 20th Floor, Petron MegaPlaza, 358 Sen. Gil J. Puyat Avenue, Makati City upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PhP5, 000.00). Payment shall be in the form of cash, certified check, cashier-s check, manager-s check payable to Pag-IBIG Fund. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) at www.philgeps.gov.ph and the website of the Pag-IBIG Fund at www.pagibigfund.gov.ph, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of bids.



The Pag-IBIG Fund BAC-ITR will hold a Pre-Bid Conference on November 13, 2019, 10:00 a.m. (PST) at the ODCEO-SSC Conference Room, 42nd Floor, Petron MegaPlaza, 358 Sen. Gil J. Puyat Avenue, Makati City, which shall be open to prospective bidders.



Bids must be duly received by the Pag-IBIG Fund BAC-ITR Secretariat, General Services Department, Procurement Division, 20th Floor, Petron MegaPlaza, 358 Sen. Gil J. Puyat Avenue, Makati City on or before 9:30 a.m. (PST) of November 26, 2019. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause18.



Bid opening shall be on November 26, 2019, 10:00 a.m. (PST) at the ODCEO-SSC Conference Room, 42nd Floor, Petron MegaPlaza, 358 Sen. Gil J. Puyat Avenue, Makati City. Bids will be opened in the presence of the Bidders- representatives. Late bids shall not be accepted.
