Solicitation Description : The Texas Water Development Board (“TWDB”) seeks responses to this Request for Qualifications (RFQ) from law firms interested in providing bond counsel services or disclosure counsel services to TWDB in all bond matters. This RFQ is issued to select counsel for representation for the term of September 1, 2023 through August 31, 2025. TWDB may select one or more firms to serve as bond counsel or disclosure counsel for TWDB-s bond issuances and related matters. Please do not submit joint applications; evaluations of qualifications will be made for individual firms only.It is the policy of TWDB to make a good faith effort to include Historically Underutilized Businesses (HUBs). HUBs are defined as for-profit entities that have not exceeded the size standards prescribed by 34 TAC §20.23, have their principal place of business in Texas, and are at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman and/or Service-Disabled Veteran who resides in Texas and actively participates in the control, operation and management of the entity's affairs. HUBs are encouraged to respond.TWDB reserves the right to select one or more bond counsel firms from applicants that respond to this RFQ. The decision to select co-bond counsel, if any, will be determined by the evaluation of the responses to this RFQ.
