Synopsis: The U.S. Army Corps of Engineers, Mobile District (CESAM) intends to award an out-of-scope modification to connect McKinney Campground facilities at Allatoona Lake Project to the Bartow County sewer system and provide sewer services to include maintenance, due to failing Environmental Protection Division (EPD) tests. Contract W91278-16-C-0010 was awarded as a firm fixed-price utility contract to provide water utility to locations throughout the McKinney Campground and uses a combination of septic and sand filter systems for waste. The contractor is Bartow County Water Authority, 50 Nelson Street, Cartersville, Georgia. The contract was awarded as a sole source for less than full and open competition pursuant to 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This authority is appropriate for utility services in accordance with FAR 6.302-1(b) (3). The Government intends to award the modification consistent with the aforementioned terms identified for the basic contract award. In order for the Government to expeditiously address testing issues, this action is necessary. This will result in the Government being able to maintain a sewer/water system at the McKinney Campground without having to close facilities. The Government will support the proposed actions by written justification and obtain appropriate approval prior to proceeding. The Government will post the approved justification. Interested persons may identify their interest and capability to respond to the requirement; however, this notice of intent is not a request for competitive proposals. All capability statements received by 10:00am central time on September 18, 2019 and will be reviewed by the Government and considered. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Should your firm desire to submit a capability statement, it should demonstrate the Offeror`s experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government.
