Tenders are invited for Organisational Development Consultant - Paung Sie Facility (PSF).

The Paung Sie Facility is extending our expert pool of national and international Organisational Development (OD) Consultants to support capacity development and ensure the delivery of tailored organisational strengthening support to our partner organisations in Myanmar.
A pool of approved candidates will be established as a result of this call.

1 Background

The goal of the Paung Sie Facility (PSF) is to contribute to a socially cohesive society which is one that works towards the wellbeing of all, creates a sense of belonging, promotes trust, and offers everyone the opportunity to prosper and advance peacefully.

The PSF is a multi-donor fund providing responsive financial and technical support to demand-driven, catalytic initiatives which promote social cohesion in Myanmar. This includes a core commitment to developing the capacity of national counterparts, institutions and civil society. Our partner organisations conduct activities and projects with varied approaches, focussing primarily on contributing to the enhancement of social cohesion or inter-communal harmony in Myanmar communities, across all states and regions.

Within this context, PSF takes a Funding+ approach working with new and emerging organisations as well as established entities, including small scale sub-national and national organisations. The two components of Funding+ are organisational support and technical support with delivery methods including direct support from PSF staff, accompaniment and initiatives delivered through an expert pool of national and international consultants. As a learning organisation, PSF recognises that ‘one size does not fit all- and aims to build on the lessons learned to date, supporting partners from project appraisal through project implementation. Identified areas for organisational support will include:

· Administration

· Financial Management

· Human Resource Management

· Project Cycle Management

· Strategic Planning

2 Duties and Responsibilities

PSF is looking for consultants who can identify and develop pragmatic ‘fit for purpose- systemic solutions appropriate to the size and nature of partner organisations. They will play a key role supporting capacity development and will work on behalf of, and in close collaboration with PSF partner organisations. Consultants may be contracted to:

· Develop assessment tools and templates

· Develop and conduct organisational capacity assessments

· Prepare organisational development plans

· Develop intervention tools and templates

· Deliver capacity development activities and interventions including training, workshops, coaching and mentoring

· Support the implementation of agreed organisational development initiatives

· Monitor and evaluate organisational development interventions and outcomes

· Prepare reports

Specific Terms of Reference (TOR) will be developed for each consultancy. Consultants will report to the PSF Organisational Development Advisor.
