ORDERING AGREEMENT CONTRACT FOR THE PROCUREMENT OF VARIOUS FISH FEEDS FOR DIFFERENT TECHNOLOGY DEMONSTRATION PROJECTS REGIONWIDE



The Bureau of Fisheries and Aquatic Resources Regional Office 02 (BFAR-RO2), through the General Appropriation Act of 2019 intends to apply the sum of Three Million Eight Hundred Twenty Nine Thousand Six Hundred Twenty Six Pesos and 27/100 (Php3, 829, 626.27) being the Approved Budget for the Contract (ABC) to payments of Ordering Agreement Contract for the Procurement of Various Fish Feeds for Different Technology Demonstration Projects Regionwide under the contract PB19-04. Bids received in excess of the ABC shall be automatically rejected at bid opening.



The Bureau of Fisheries and Aquatic Resources Regional Office 02 (BFAR-RO2) now invites bidders for Ordering Agreement Contract for the Procurement of Various Fish Feeds for Different Technology Demonstration Projects Regionwide under 2019 regular target. Delivery of the Goods is required to be within Fifteen (15) Calendar Days upon received of delivery order contract or from any date determined by the project leaders/end-user and must be delivered on site as specified in the Bidding Documents.



Bidders should have completed, within Two (2) Years (February 2017-February 2019) from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.



Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.



Interested bidders may obtain further information from Bureau of Fisheries and Aquatic Resources Regional Office 02 (BFAR-RO2) and inspect the Bidding Documents at the address given below during 8:00 A.M. to 5:00 P.M. from Monday to Friday.



A complete set of Bidding Documents may be purchased by interested Bidders on February 15, 2019 to March 7, 2019 from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand Pesos (Php5, 000).



It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.



A Pre-Bid Conference will be on February 20, 2019 @ 9:00 A.M. at BFAR-RO2 Conference Hall, Carig Tuguegarao City which shall be open only to all interested parties.



Submission of Bids will be on or before March 7, 2019 at 8:30 am at the stated address below. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18.



Bid opening shall be on March 7, 2019 at 9:00 am at BFAR-RO2 Conference Hall. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bid on the specified date and time shall NOT BE ACCEPTED.



The Bureau of Fisheries and Aquatic Resources Regional Office 02 (BFAR-RO2) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
