The municipality intends to procure a modern, future-proof and comprehensive operating system that strengthens the quality, legal certainty and efficiency of social services. The system must enable digital, coherent and automated work processes that provide handlers and executors: •increased overview and transparency, •improved decision support, •reduced administrative burden. The procured system must constitute a central digital platform for the work of social services and be fully integrable through open APIs and standardized information flows, so that the municipality can create a coherent overall solution across system boundaries. The system must be configurable, scalable and adaptable to changing business needs, new legislation and technical development. The municipality's information must be able to be preserved, moved and reused without technical or financial obstacles, with maintained information quality and with support for long-term sustainable information management. Digitization and automation must be maximized must replace manual steps, double documentation and parallel support systems. The system should thus contribute to: •legally secure and uniform processing, •good working environment, •high and traceable information quality. Full traceability must exist throughout the entire information chain - from decision, effort and execution to follow-up, changes in system configurations and integrations.
