One (1) Lot Computerized Dobby Loom and weave Design Software
INVITATION TO BID
1. The PHILIPPINE TEXTILE RESEARCH INSTITUTE (PTRI), through the PCIEERD-GIA Project "Establishment of the PTRI Perfect Fit Textile Product..." intends to apply the sum of TWO MILLION FOUR HUNDRED THOUSAND PESOS (Php2, 400, 000.00) being the total Approved Budget for the Contract (ABC) for payments of One (1) Lot Computerized Dobby Loom and Weave Design Software inclusive of taxes, fees, delivery costs and other incidental charges.
Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The PTRI, now invites bids for the "Procurement of One (1) ) Lot Computerized Dobby Loom and Weave Design Software with 120 CALENDAR DAYS delivery period. Bidders should have completed, within five (5) years from the date and submission and receipt of bids, a contract similar to the Project as provided for in Section 23.5.1.3 (a) and (b) of the IRR of RA 9184. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instruction to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act- (Handbook on Phil .Government Procurement, 8th Edition, 2016)
Bidding is restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws and regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
4. Interested bidders may obtain further information from PTRI BAC Secretariat and inspect the Bidding
Documents at the address given below from 8:00 a.m. to 5:00 p.m.
A complete set of Bidding Documents in soft copy contained in a CD may be purchased by interested Bidders from the BAC Secretariat upon payment of Two Thousand Four Hundred Pesos (Php2, 400.00).
It may also be downloaded from the website: https://ptri-dost.gov.ph of the Procuring Entity, provided that upon submission of bids, the bidders shall pay the corresponding fee.
5. The PTRI will hold a Pre-Bid Conference on 10 April 2018 at 1:30 p.m., PTRI Training Room, PTRI Main Building, Gen. Santos Ave., Bicutan, Taguig City, which shall be open only to all interested parties who have purchased the Bidding Documents.
6. Bids must be delivered to PTRI Training Room, PTRI Main Building, Gen. Santos Ave., Bicutan, Taguig City, on or before 1:30 p.m., on April 18, 2018. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 1.18 or a Bid Securing Declaration.
Bid Opening shall be on April 18, 2018 at 1:30 p.m. at the PTRI Training Room, PTRI Main Building, General Santos Avenue, Bicutan, Taguig City. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address above. Late bids shall not be accepted.
7. The bidders shall submit three (3) sets of their duly accomplished eligibility requirements and Technical, and Financial Proposal in two (2) separate sealed envelopes, contained in an outer envelope.
8. The PTRI reserves the right to accept or reject any bid, to annul the bidding process at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
