INVITATION TO BID



1. The Municipality of Pototan, through the Trust Fund-˜-˜ intends to apply the sum of 2, 000, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for:

Project : One (1) Job Labor, Materials & Equipment Rentals for the Construction of Municipal Disaster Risk Reduction and Management Office of Brgy. Malusgod, Pototan, Iloilo

Bids received in excess of the ABC shall be automatically rejected at the bid opening.

Delivery Period :- calendar days upon receipt of NTP -˜

Place of Delivery : Brgy. Malusgod, Pototan, Iloilo.

Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in Section 23, Rule VIII of the Revised Implementing Rules and Regulations of RA 9184.



3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.



Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.



4. Interested bidders may obtain further information from the Municipality of Pototan BAC-Secretariat and inspect the Bidding Documents at the address given below during 8 o-clock in the morning up to 5 o-clock in the afternoon.



A complete set of Bidding Documents may be purchased by interested Bidders on October 16-November 6, 2019-˜-˜from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of -˜-˜(a‚+/- 5, 000.00 ).



If partial bids are allowed, the Interested Bidder should submit a Letter of Intent specifying the Items sought to bid and its corresponding ABC for assessment of Bidding Documents fee. The Fee will be proportionate to the ABC and in accordance with the Sanggunian approved tariff.



5. Unless the ABC is more than One Million Pesos (a‚+/-1, 000, 000), the Municipality of Pototan will hold a Pre-Bid Conference on Oct. 24, 2019 1pm -˜at LGC Bldg., MB Penaflorida St., Pototan, Iloilo which shall be open to all interested parties who have purchased the Bidding Documents.

Bids must be delivered to the address below on or before November 6, 2019; 2:00P.M.

aˆš All bids must be complete. Partial bids are allowed.





All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Section 27, Rule VII of the above-mentioned IRR including Bid Securing Declaration.



Bid opening shall be on November 6, 2019, 2:00 at LGC Bldg. MB Penaflorida St., Pototan, Iloilo. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.



6. Interested bidders must:

a. Indicate in any of their eligibility document an email address or working fax number. Notice to either of these (email & facsimile) is considered a sufficient notice. Absence of which, the bidder will be rated -œfailed- in the Preliminary Examination of Bids. Filing of Motions and/or communications shall be dated on the actual date of receipt of BAC-S;
