The County is seeking qualifications and proposals from highly qualified firms that provide Environmental Consulting Services (“Proposers” or “Firms” or “Consultants” or “Contractors”). The anticipated services may include but are not limited to, CEQA Mitigation Monitoring and Reporting Plan (MMRP) support services that include on-site inspections performed by qualified biologists, sampling, testing, reporting and work plans, assisting County staff in the review and preparation of bidding documents, project oversight and management, clearance testing, and other related services typical of capital projects in California. Assist Owner in securing clearance from Regulatory Agencies- requirements. The firm should have team members who are approved biologists by the United States Fish and Wildlife Service (USFWS), to provide the environmental assessments and monitoring of Endangered Species Protection Act, Wildlife Habitat Conservation, Migratory Bird Protection, Wetlands & Waterway Protection and support in environmental review & permit. In addition, conduct Phase I & II Environmental Site Assessments (ESA), hazardous materials surveys, remediation plans to comply with CalEPA and Department of Toxic Substances Control (DTSCD). The requested services will be utilized on numerous ground up construction or renovation projects within the County of San Mateo managed under the Project Development Unit (“PDU”). The target start date and term for the proposed services are subject to negotiation of a final agreement, through to the completion of the projects. PDU intends to bring under contract a minimum of three (3) on-call firms to provide services on an as-needed basis.
