Request for proposals are invited for OIG IT Evaluation, Strategy & Roadmap.
The Global Fund Terms and Conditions of Purchase of Goods and Services

(2014, as amended from time to time), which will also be an integral part of any

contract resulting from this solicitation, and which may be found at

http://www.theglobalfund.org/en/business/. Submitting a proposal in response to this

RFP constitutes an acceptance of the terms indicated herein and of the terms of each of

these documents, and the Global Fund reserves the right to reject the proposal of any entity

or individual, as the case may be, that fails or refuses to comply with, or accept, such terms.

This RFP shall not be construed as a contract or a commitment of any kind. This RFP in no

way obligates the Global Fund to award a contract, nor does it commit the Global Fund to

pay any costs or expenses incurred in the preparation or submission of proposals.

All communications with regard to this RFP shall be in writing and sent to the Global Fund

Contact Information indicated in the above RFP Information Table. Proposals must be

submitted at the Proposal Submission Address, and received by the Global Fund by the RFP

Closing Time and at the RFP Closing Date, all as indicated in the above RFP Information

Table. Unless otherwise indicated, applications shall be submitted by email and formatted in

Microsoft Word, .pdf and/or Excel to: [email protected]. Please submit two separate

emails, one containing your cost proposal and one containing your technical proposal. Both the

TGF Sourcing Application

1. For audit and efficiency purposes, this RFP process is being managed electronically,

and bidders are required to submit their proposals in the following URL for Sourcing

Application: https://access.theglobalfund.org/.

2. Proposals must be submitted in TGF Sourcing Application, and received by the Global

Fund by the RFP Closing Time and at the RFP Closing Date, all as indicated in the

above RFP Information Table.

3. In case, you do not have a Supplier Id in TGF Sourcing Application, please send an

email with sufficient notice to [email protected] with the following

title in the subject:

o “TGF-17-140 - Request for login user id creation in TGF Sourcing / iSupplier

portal - Put your organization name”.

4. Unless otherwise indicated, proposals shall be submitted in pdf and should be divided

in two separate folders, one containing your cost proposal and one containing your

technical proposal.
The purpose of this Statement of Work is to define the work for a vendor to develop

an IT Strategy for OIG. This is expected to be achieved by studying and formalizing

the business needs of this group, as well as their use of existing applications and IT

infrastructure. This work must take into account the ongoing work streams in OIG

and in the Secretariat and demonstrate an understanding of the IT Strategy. The

outcome is to propose a strategy and a 3 year implementation roadmap for the OIG

to have an optimal IT delivery for its business needs which leverages synergies with

the Secretariat provided systems to the extent possible, and is aligned with the

corporate IT strategy.

The selected vendor is expected to: manage the project thoroughly; to provide the

expected deliverables on time and in full; to meet the milestones; and provide

methodology/ approach to attain the vision.

1.2. Background

The Office of the Inspector General (OIG) is independent of the Global Fund

Secretariat and reports directly to the Board through its Audit and Ethics Committee.

The OIG safeguards the assets, investments, reputation and sustainability of the

Global Fund through audits, investigations and consultancy work, thus promoting

good practice, reducing risk and reporting on abuse.

The OIG, with around 50 staff spread across Audit, Investigation and Management

support, has over the last few years bought off-the-shelf, built/ enhanced custom

applications and bought other software to meet its business needs. In order to

support the same, OIG has some staff dedicated either fully or partially along with

consultants to provide functional, administrative, IT infrastructure and technical

support of these applications in OIG. The Global Fund Secretariat has an IT

department that manages and supports Secretariat applications. Since 2014, the OIG

has worked closely with the Secretariat to align service delivery approaches and

services providers, but it has been a challenge to accommodate the specific business

needs of audit and investigation activities within the prioritized activities of the IT

department. The OIG deals with sensitive data linked to whistle-blowers and IT

forensic data, which are linked to specific business needs in terms of IT support.

There is a renewed high level commitment to ensure synergies across TGF are

identified and exploited as much as possible. Thus, optimizations and

rationalizations across applications, infrastructure and services between Secretariat

IT and OIG should be considered wherever possible.

This RFP is aimed at selecting a vendor to develop a set of recommendations and an

IT strategy with a three year roadmap for the OIG, that would ensure the Secretariat

IT and OIG are able to leverage the synergies between them, resulting in optimization

and rationalization of applications, IT infrastructure and IT services, bringing in cost

savings, reliable services to help TGF achieve its corporate objectives.
Scope of Services

The selected vendor is expected to:

(1) undertake the study of OIG-s application, IT infrastructure and services

landscape;

(2) review the results of completed assessments, ongoing exercises and

upcoming initiatives;

(3) identify upcoming and unfulfilled OIG business needs;

(4) assess if some or all of the OIG functionalities and/ or technologies are also

available in the Secretariat;

(5) understand the overall Secretariat IT strategy and

(6) provide a set of recommendations, an OIG IT strategy and a three years

OIG IT roadmap;

that would ensure the Secretariat IT and OIG are able to leverage the synergies

between them, resulting in optimization and rationalization of applications, IT

infrastructure and IT services, bringing in cost savings, reliable services to help TGF

achieve its corporate objectives.

The vendor is expected to possess in-depth knowledge of IT and business consulting,

enterprise IT architecture, conducting strategy and roadmap exercises in similar

environments.

The scope of the assessment consists of:

 The OIG application portfolio

 The OIG IT Infrastructure

 OIG IT Services

 Secretariat IT strategy and IT services and application portfolio to assess

alignment.
