**THIS RFI IS BEING SENT FOR MARKET RESEARCH PURPOSES ONLY
AND CANNOT BE AWARDED**
Background - This is a RFI notice issued by Naval Surface Warfare Center Dahlgren Division (NSWCDD) seeking information from prospective vendors interested in providing services to manage and operate an offsite warehouse for the receipt, storage, handling, and delivery of unclassified government materials in accordance with the attached Performance Work Statement (PWS). The contractor shall provide all necessary personnel, supervision, and resources to deliver technical, project, analytical, and program management support for Operating Materials & Supplies (OM&S) and Plant Property & Equipment/Asset Management (PP&E/AM). The work encompasses policy support, financial and physical accountability, training, performance monitoring, process improvements, and the complete lifecycle of offsite warehousing and material delivery services.
Follow-on - This is a new effort.
Contract Type - The Government contemplates award of a Firm Fixed Price contract.
Period of Performance - The resultant order will have a Base Period of 12 months and four (4) Option Years, each consisting of 12 months, for a total of 60 months, if all options are exercised.
NAICS - North American Industry Classification System (NAICS) Code 493110 applies to this RFI.
Set-Aside - The Government is contemplating a set-aside for 8(a) Small Businesses.
Mandatory Requirements - The Offeror must meet the mandatory requirements and must be maintained throughout the life of the contract. The mandatory requirements are as follows:
