The Department of Labor, on behalf of the Department of Labor (DOL), Office of Workers- Compensation Programs (OWCP), Division of Federal Employees- Compensation (DFEC), intends to negotiate and award a Sole Source, Firm Fixed Price (FFP) Contract, in support of Medical Second Opinion and Examination Services (SECOPs) with QTC Medical Services Inc, 924 Overland Court San Dimas, CA 91773, under the authority of FAR 6.103-1(b), “One responsible source. Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.”
OWCP has a statutory requirement to provide Medical Second Opinion and Examination Services (SECOPs) for claimants covered by the FECA and located within the United States, and Territories. The services are mission critical and needed in support of the adjudication of Workers- Compensation claims administered by OWCP-s Division of Federal Employees Longshore and Harbor Workers Compensation (DFELHWC), Division of Federal Employees- Compensation (DFEC).
The OWCP, through the DFELHWC, coordinates the activities of twelve DFELHWC Offices within the United States, and each office has direct responsibility for processing claims in its designated areas of coverage. The functional operations include adjudicating incoming claims to determine eligibility for compensation payments; managing claims in which eligibility has been established; determining wage-loss compensation payments for covered disability or death; and processing payments for allowed medical and vocational rehabilitation services incurred in the treatment of injured workers covered under FECA.
