This requirement will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. If another contractor believes they can fulfill this requirement, then they should contact the contracting office and provide information demonstrating their ability to meet the Government's needs.
