This acquisition is being conducted using the simplified procedures for commercial products under FAR 12.201-1. The NAICS code for this procurement is 325211 Plastics Material and Resin Manufacturing. In accordance with FAR 12.102(a), the contracting officer has determined that Cina Consulting, LLC is the only source available to provide the required microplastic particle standards meeting the agency-s minimum technical requirements below:
These particles are necessary for a study that requires PVC and PET particles in occupationally relevant sizes (10 nm and 1 μm) with stable greenfluorescent labeling. This exact combination of polymer type, particle size, and fluorescence is not commercially available from other vendors. In addition, use of the same manufacturer is important for study continuity and consistency.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Cina Consulting, LLC.
