Title: Notice of Intent to Sole Source MWIR QCL Source to Thorlabs Quantum Electronics Inc.

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a MWIR QCL Source. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Thorlabs Quantum Electronics Inc. (10335 Guilford Rd, Jessup, MD 20794) under the authority of FAR 13.106-1(b); only one source reasonably available. The North American Industry Classification System (NAICS) code for this acquisition is 334513.

BACKGROUND

The Digital Twins for Atomic Layer Deposition Processes Project was undertaken to develop and validate digital twin models for atomic layer deposition (ALD) processes to help facilitate efficient design and operation of these processes. One aspect of this project involves development and application of in situ optical diagnostics capable of quantifying precursor chemical concentrations in an ALD chamber, in both one and two dimensions. One optical technique that will be employed is mid-infrared (IR) gas-phase absorption of hydrogen chloride. For this application, Group 646.05 must procure a mid-IR distributed feedback (DFB) interband cascade laser (ICL) source that operates at a wavelength around 3.6 microns and is wavelength-tunable. This ICL will be used as a source for absorption measurements using single element detectors as well as imaging cameras. Important characteristics for such measurements are good wavelength stability, high temperature stability, high output optical power, and good beam collimation. Therefore, Group 646.05 must procure a DFB ICL in a high heat load package that provides a collimated optical beam output.
