THIS IS A NOTICE OF INTENT TO SOLE SOURCE (LOGICAL FOLLOW-ON) AND NOT A REQUEST FOR QUOTATION OR PROPOSAL.
The U.S. Department of Commerce (DOC), Office of Facilities and Environmental Quality (OFEQ), located in Washington, D.C., intends to negotiate on a sole-source basis and award a 6-month period of performance logical follow-on task order (TO) under the General Services Administration (GSA) Building Maintenance & Operations (BMO) multiple award IDIQ to GCR-DEAN LLC (47QSHA19D000T) located at 315 Page Rd Bldg. 2, Pinehurst, North Carolina 28374-8751.
This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR 16.507-6(b)(3), “The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.”
The Office of Facilities and Environmental Quality (OFEQ) provide building maintenance and operations support to the Herbert C Hoover Building (HCHB) for the U.S. Department of Commerce. The 1.8 million square foot building has a mixture of critical electrical distribution systems that require maintenance for the safety and reliability of the 3, 000 occupants who work in the building
The objective of the logical follow-on TO is to continue the turn-key solution repair and replace the damaged electrical system within the bus duct riser serving the HVAC electrical equipment.
