Title: Notice of Intent to Sole Source to Toptica Photonics LLC
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a laser spectrum analyzer. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Toptica Photonics LLC located at 1120 Pittsford Victor Rd, Pittsford, NY 14534 under the authority of FAR 13.106-1(b); only one source reasonably available. The North American Industry Classification System (NAICS) code for this acquisition is 334513.
BACKGROUND
The National Institute of Standards and Technology (NIST), Physical Measurement Laboratory (PML) Collimated Beam Projector (CBP) team requires a laser spectrum analyzer to measure the wavelength dependent system throughput of a telescope, and thereby transfer the SI-traceable (“SI” means “Systeme Internationale” and refers to the international system of measurement units) calibration to astronomical sources observed with the telescope. This fits into the NIST mission of dissemination of SI-traceable measurements to the scientific community. The work to be carried by the full CBP team is to design, build, calibrate and deploy a CBP instrument that can be used with a ground-based telescope, the 1-m Schmidt Telescope at the La Silla Observatory in Chile. This telescope will carry out a survey of low redshift supernovae to support the Roman Space Telescope's Time Domain Survey. NIST tasks are a subset of this work, which includes providing a wavelength-tunable laser source for the CBP. NIST already has this laser but requires a laser spectrum analyzer (LSA) to measure the wavelength and line width of the laser that will be used to characterize the instrumentation being developed for this project.
