This is a Pre-solicitation Notice, as required by FAR 5.201 (RFO 5.101), regarding a proposed contract action. The United States Air Force has a requirement to procure up to 75 KC-46A aircraft to continue the recapitalization of its legacy tanker fleet. This action includes continued full-rate production of the aircraft, product support, studies and analyses, as well as associated data, subscriptions, and licenses.
Market research confirms that The Boeing Company is the only responsible source with the required facilities, security-cleared workforce, manufacturing tooling, and proprietary data to meet this Air Force requirement. This action is therefore a sole-source acquisition to The Boeing Company (CAGE: 81205), Everett, WA; competition is restricted in accordance with the authority of 10 U.S.C. § 3204(a)(1) as implemented by FAR 6.302-1 (RFO 6.103-1). The Government does not own the proprietary technical data package, including drawings, tooling designs, and manufacturing processes, required to manufacture the KC-46A aircraft. Therefore, this data will not be provided with any future solicitation or to other potential offerors.
