The purpose of this procurement is to renew Elsevier-s Clinical Skills Nursing Online Manual subscription for use at the National Institutes of Health (NIH) Clinical Center (CC). Elsevier-s Clinical Skills Nursing Online Manual has continually provided easily accessible, high quality, up-to-date evidence-based references regarding a diverse collection of standardized clinical nursing procedures for all nursing specialties used by the Nursing Department. To provide evidence based standardized clinical nursing care across all specialties and nursing areas in the Clinical Center, nurses are expected to use this reference for any nursing procedure not developed and vetted through the Clinical Center Nursing Department Shared Governance system. It is an approved clinical nursing reference for Clinical Center nursing staff.

The Nursing Department would like to renew a sole source contract with Elsevier to provide resources to support nurses who will be providing patient care. This is the only source that will satisfy agency requirements. The Elsevier Clinical Skills Nursing Online Manual has been used by the nursing staff for several years and they find the online manual to be beneficial in providing excellent patient care to patients participating in clinical research.
