Description
In accordance FAR 5.2, this is a notification of a proposed sole-source contract action to Buffalo Computer Graphics Inc. (BCG).
The USCG intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to BCG, 4185 Bayview Road, Buffalo, New York, 14219-2732. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements.
The USCG requires one (1) PCS-400 Radar Simulator and one (1) PCS-401 Radar Simulator Hardware/Software Kit, including associated interfaces, trade-in of existing equipment, and license transfer support to support the USCG Seawatch Lab. BCG is the sole developer and manufacturer of the required hardware/software.
All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than (NLT) 5:00 PM ET on 17 August 2025.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist, Ann M. Leuters, Email: Ann.M.Leuters@uscg.mil and the Contracting Officer, Delton L.
