Description
The U.S. Army Corps of Engineers, Rock Island District, intends to procure a Qualtrax subscription on a single source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), Only One responsible source and No Other Suplies or Service Will Satisfy Agency Requirements.
The requirement for the recommended product must be able to receive approval by the Network Enterprise Technology Command (NETCOM) who will review the recommended new product/service and then make a determination if the risk to organizational operations, organizational assets, individuals, other organizations, or the Nation is acceptable. The new Enterprise Quality Management System recommendation must have the ability to synchronize HQUSACE publications with Regional and District procedures, align Lessons Learned (LL), After Action Reviews (AARs), and provide opportunities for improvement in a “one stop shop” automated information system. The new enterprise system will become the enabler to track USACE standard business processes with metrics linked to strategic initiatives. The software maintains documents, handles nonconformities, helps with risk avoidance and mitigation actions, maintains training records, and prepares the user for audits.
