Project Title: Preventative Maintenance and Repair of Beckman Coulter Cytoflex Flow Cytometer System with Plate Loader
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Centers for Coastal Ocean Science (NCCOS), Business Support Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Beckman Coulter, to procure annual preventative maintenance and repair of Beckman Coulter Cytoflex Flow Cytometer system with Plate Loader. The instrument is used to separate and count HAB cells using their light scattering and fluorescing characteristics, an important capability for ongoing HAB forecasting objectives.
The North American Industry Classification Code (NAICS) for this acquisition is 811210, Electronic and Precision Equipment Repair and Maintenance, with a business size standard of $34.0M.
Sole Source Justification
Beckman Coulter is the Sole supplier of authorized parts and service for the Cytoflex Flow Cytometer equipment manufactured by Beckman Coulter. Beckman Coulter does not have any authorized service providers within the United States that can render these services or furnish authorized OEM parts. Repair and maintenance must be supplied directly by Beckman Coulter to avoid invalidation of equipment warranties or service coverage.
