THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to extend contract 70CDCR23C00000001 on a sole source basis to MVM Inc., 44620 Guilford Drive Suite 150, Ashburn, VA, for additional unarmed custody/escort and transportation services for migrants at the Migrant Operations Center (MOC) at the Naval Station Guantanamo Bay (NSGB).
This anticipated award will be made under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Market Research conducted by OAQ determined that there is only one responsible source because the current vendor is uniquely positioned to sustain the continuity of support for the current MOC custody/escort and transportation services without resulting in an interruption of services. No other vendor could hire and on-board the necessary staff and make delivery to NSGB of all items necessary for successful performance without an extensive transition period.
This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government..
