Title: Laboratory Information Management System (LIMS) Service and Maintenance for the Walter Reed Army Institute of Research (WRAIR), Center for Enabling Capabilities (CEC), Pilot Bioproduction Facility (PBF).

The United States Army Medical Research Acquisition Activity (USAMRAA) intends to award on a sole source basis (IAW FAR 13.501) to LabVantage Solutions Inc., 265 Davidson Avenue STE 220, Somerset NJ, 08873-4120, as the only responsible source that can provide the required Laboratory Information Management System (LIMS). This acquisition is being conducted under the FAR 13.1; Simplified Acquisition Procedures (SAP).
The WRAIR has a need for LIMS service and maintenance with and without a network connection. Only LabVantage can provide the LIMS and associated modules that can meet the Government-s specifications, requirements and warranty of the LabVantage products. No other vendor is capable of providing pre-validated software that requires minimal adjustments and configurations. The proposed vendor is also the only one capable of providing an environmental monitoring module with integrated maps, which is an FDA regulation. The purpose of this requirement is to provide technical support, maintenance, access to software upgrades, security fixes and warranty of the products for the LabVantage Pharma Laboratory Information Management System (LIMS) without a network connection at the PBF. The PBF owns a perpetual LIMS license for their internal network that currently does not have external connectivity. This software aids in the management of samples and data that results in improved efficiency, better data management, improved accuracy, improved compliance, and improved decision-making.
