Description
The Department of State intends to procure, on a noncompetitive basis from Roshel Inc., the items described below in support of Bureau of International Narcotics and Law Enforcement Affairs (INL) programs.
This notice is not a request for proposals and a solicitation will not be available. This acquisition will be conducted under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).
Required Products and Services
1. One Hundred and Ninety (190) Mine Resistant Ambush Protected Vehicles (MRAPs) meeting the following minimum specifications:
Ballistic Certification: STANAG 4569 level 2 Mine Blast Certification: STANAG 4569 level 2a and side explosion (IED) of 15 kg TNT. Preferably built on a Ford F450 - F650 chassis. This requirement is due to the familiarity of host-country personnel and availability of replacement parts. Engine designed to utilize high-sulfur diesel. Approximately 330 HP Torque of at least 750 lb-ft at 2000 rpm Seating capacity for 6 - 10 passengers All-wheel drive Military-grade tires. Rims with RunFlat inserts. Operational range of at least 600 km At least 5 gunports (two on each side and one at the rear) Roof hatch with 360-degree rotating turret
2. Spare parts packages for MRAPs: Transparent armor and tires.
3. Operations and maintenance training
Final delivery must take place no later than 90 days after receipt of award. The 90-day delivery timeframe includes the time required to obtain export licenses if these are required. Partial deliveries are expected.
The Government expects to contract on an FOB Origin basis.
