Description

The Indian Health Service, Navajo Area, Gallup Service Unit in Gallup, NM intends to negotiate a sole-source award with Winfield Helipad LLC for a lease and exclusive use of a helipad located at 20 Hospital Drive, Gallup, NM 87301. The contractor shall maintain and ensure the ground helipad is available and accessible at all times for Gallup Indian Medical Center-s (GIMC) patients requiring helicopter transport to different medical centers or hospitals. The helipad-s close proximity (within one mile) is vital for ensuring critically-ill patients can be quickly transported to other medical centers/hospitals for higher levels of care. The period of performance is 6/1/2024-5/31/2025 with up to four option periods ending on 5/31/2029. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 488119- Other Airport Operations with a Small Business Administration size standard of $40.0 million.

The action is being accomplished using the principles of FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures, particularly FAR 13.5 in accordance with 41 USC 1901, “…to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors…”, purchases not exceeding the simplified acquisition threshold may be solicited from one source if it is determined that the circumstances of the contract deems only one source available.

This Notice of Intent is not a request for quotations and a solicitation will not be issued in conjunction with this Notice of Intent. Any vendor that believes it can satisfy the stated requirements may provide a capability statement. Verbal responses are not acceptable and will not be considered.
