Description
This is a notice of intent to award a single source order to Ansys government Initiatives, Inc (AGI) located at 220 Valley Creek Blvd. Exton, PA 19341. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Satellite and Information Acquisition Division located at 1325 East-West Highway Silver Spring Metro Center Building 2 Silver Spring, MD 20910 has a requirement for annual software license upgrades and renewals of the Systems Tool Kit (STK) Software. This software allows the Search and Rescue Satellite Aided Tracking (SARSAT) program to generate optimized schedules based on ground station and satellite configurations, and is the software currently in use by the SARSAT program. This acquisition will be solicited from AGI-s General Services Administration (GSA) Multiple Award Schedule (MAS) contract (Contract #: GS-35F-056DA). A small portion of open market items that aren-t available on AGI-s GSA MAS contract will be required. Procedures are being followed in accordance with FAR Section 8.402 paragraph (f).
A single source determination is being prepared in accordance with FAR Subsection 13.106-1 paragraph (b). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies are unique or highly specialized. A separate Limited Source Justification is being prepared for the GSA MAS portion of this requirement. This requirement will include a one-year base period with four (4) one-year option periods and the anticipated period of performance, including the base period and all option periods, is October 1, 2023 through September 30, 2028.
