NOTICE: FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS ACQUISITION. HOWEVER THIS IS A HIGH PRIORITY REQUIREMENT AND THERE IS A HIGH PROBABILITY THAT THE REQUIREMENT WILL NOT BE CANCELLED. AFARS 5132.702(a)(ii).
Description of Requirement:
The 187th Fighter Wing at Dannelly Field Air National Guard Base in Montgomery, Alabama, has a requirement for the installation of Closed-Circuit Television (CCTV), Intrusion Detection Systems (IDS), and Access Control Systems (ASN) at multiple locations on the installation. The scope of work includes:
Installation of Alarm Technology, including IDS, ASN, and CCTV systems at the Pass & ID/Main Gate, building 1203, Building 1312, and Building 1502 BDOC.
Installation of specific equipment including 12-Port switches with PoE, Infraguard 2 LAN Panels, Pole-mounted PTZ cameras, a 43" Monitor and Video Wall.
Turnkey installation of all components, including necessary conduit and wiring.
System testing and commissioning.
Provision of as-built drawings and system checklists.
The contractor is required to provide knowledgeable technicians for a 15-day installation period.

Justification for Sole Source Award:
The 187th Fighter Wing intends to award a sole source, firm-fixed-price contract to Advantor Systems Corporation. The authority for this action is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
The Government-s requirement is for the installation of CCTV, IDS, and ASN systems that are proprietary to Advantor Systems. The required work is highly specialized and requires proprietary knowledge and equipment of Advantor Systems to ensure compatibility, interoperability, and continued functionality of the existing security infrastructure at Dannelly Field ANG Base.
