PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Shark Marine Technologies, Inc., 23 Nihan Dr. St. Catharines, ON L2N 1L2, for the purpose of procuring underwater navigation systems. The procurement is being conducted under FAR Parts 12 and 13.
The FBI-s Tactical Section Maritime Program has the need to conduct a wide array of maritime operational tasks to include clandestine swimming and diving profiles in support of the Maritime Operations Threat Response Plan, FBI priority investigations, and other classified Presidential Policy Directives. Tactical Section currently utilizes the Shark Marine Dive Tablet 2 systems for the purpose of maritime mission planning, underwater navigation, and general situational awareness during maritime operational diving. In order to expand this capability to meet emerging mission requirements, additional equipment is needed in order to utilize this technology with Dive Propulsion Vehicles.
Based on market research and Government end users and due to the software and hardware configurations being proprietary to Shark Marine, alternative systems do not have the ability to integrate appropriately. The requested products available from Shark Marine are required in order to ensure interoperability with the systems already possessed by the FBI-s Tactical Section; therefore, Shark Marine Technologies, Inc. is the only vendor capable of meeting this requirement.
