Detailed_Description : The Ministry of Transportation (“MTO” or “Ministry”) is seeking the services of a consultant with expertise and experience in aviation including Airport infrastructure, air transport economics and market analysis, passenger demand forecasting and modelling, private investment dealings, as well as Canadian air sector/industry, Airports and regulatory environment (e.g. regulations, standards, stakeholders and best practices) to undertake an air access feasibility study in support of Ontario-s Destination Niagara Strategy (DNS) being led by Ministry of Tourism, Culture and Gaming (MTCG).
Scope of Work : •This consultant-led Niagara Air Access Feasibility Study, is one of the transportation-related initiatives being pursued under the DNS and it is planned to achieve the key objectives identified below to: --support and advance the DNS. --consider the identification of opportunities to improve air and related ground-based connections to Niagara Region. --identify roles, opportunities, and considerations for key Airports that support access to the region. --ensure key partners, including relevant municipalities, airport authorities/ operators, air carriers, Transport Canada, and federal agencies (e.g., CBSA, CATSA, NavCan) are engaged throughout the study. --recommend key actions that the Ministry and key partners can take to address identified needs and opportunities for improved air access to the region. •In exploring the feasibility of potential improvements to air access and Airports for better connections to the Niagara Region, the consulting services to be procured will focus on providing technical and expert reviews and assessments with recommendations, which would include parametric costing, time estimates and identification of roles for key partners as noted above in the implementation of potential improvement options.
