Background

The Somalia NGO Consortium (SNC) is a membership organization of national and international NGOs that work together to create an enabling environment for the efficient and effective delivery of humanitarian and development assistance to all the Somali people. The SNC has supported NGOs since 1999 through its core activities in coordination, representation, information sharing and advocacy. It has offices in Hargeisa (Somaliland), Mogadishu (Somalia) and Nairobi (Kenya), and presence in Garowe (Puntland), Baidoa (South West) and Kismayo (Jubaland). The Consortium currently has 93members working across Somalia/Somaliland.

Over the past few years, “localising humanitarian aid” has been regularly raised as a necessity to fundamentally reform the humanitarian system to respond more effectively and equitably to the current complex crises. The 2016 World Humanitarian Summit (WHS) brought together old and new voices for local humanitarian leadership, creating a space and momentum to speak out and bring change to the system, resulting in “The Grand Bargain”commitments to advance the localization agenda. In parallel, the Charter4Change, signed on to by many international NGOs (INGOs), including Oxfam, further commits to reforming the humanitarian system to ensure greater influence and funding for local and national NGOs. The SNCand Oxfam Somalia are supporting this movement by planning and implementing activities to more equitable shift and share power, knowledge, and resources between local, national and international humanitarian actors involved in Somalia-s humanitarian response, with a particular focus on supporting women-s rights organizations (WROs) and addressing deeply embedded gender inequities. The SNC-s Strategy 2017-2019 (attached here) includes as an outcome, a “25 per cent of direct funding to Somalilandlocal NGOs and increased voice and representation with donors, United Nations (UN) and INGOs by 2019.”Oxfam Somalia-s humanitarian influencing Strategy 2018-2020 (attached here) aims in its first objective at having more “effective and timely localised aid” to support drought and conflict affected populations. In thisStrategy, Oxfam Somalia aims to implement thelocalization agenda in a way that can help address Somalia women-s rights and gender justice and be a powerful agent of women-s transformative leadershipin Somalia.

Aim of the Program

SNC and Oxfam Somalia will work together to contribute towards NGOs, particularly WROs, having more funds and ‘voice- in humanitarian responses in Somalia/Somaliland. This includes, but not limited to, more direct funding, better participation and influence in cluster meetings, capacity development and improved advocacy, underpinned by a focus on improving gender analysis, related advocacy and programming

Description of Assignment

The NGO mapping and perception surveyis aimed to produce in a collaborative manner, a mapping of local and national NGOs across the country, including surveying their knowledge, attitudes and practices (KAPs) towards localization, such as participation and influence in humanitarian decision making processes. The mapping exercise will pay specific attention to WROs, as the intention of the mapping is to better understand the dynamics of Somali NGOs and the potential for increasing their engagement and influence in the humanitarian sector. The survey will also include analysis on women-s leadership, women-s decision making roles and other gender dynamics of Somali NGOs. This process and final product will provide a foundation for other actors seeking possible partners in the country, provide evidence for localization and gender-related advocacy, and inform capacity development efforts that will also form a major component of this programme.

Specific Objectives

? Mapping of local and national NGOs across Somalia/Somalilandto study
their KAPs towards localization.
? Identify WROsto better understand the dynamics of NGOs and the potential
for increasing their engagement and influence in the humanitarian sector.
? Analysis on women-s leadership, women-s decision making roles and other
gender dynamics of Somali NGOs.
? Assessment of existing relationships between Somali local NGOs and the
international NGOs with the aim to shifting power and prioritizing trust in
relationships.
Methodology
The overall assignment will utilize mixed participatory methods to collect both
qualitative and quantitative data. All data collected through the assignment must be
disaggregated by sex. The survey will use primary data collection and secondary
data review to produce a final report.
Expected Outcomes
? Input and recommendations from key institutions involved in humanitarian
activities to enrich the localization agenda
? Developed and agreed upon priority strategy areas and compatibility with
SNC and Oxfam Strategic Plans
? Identified gaps of the existing local and national NGOs
? Thematic areas of the: gender, youth, women empowerment, political
participation, women voice to be heard and to develop their life-skills, on
leadership, and WRO to have direct funds
? Final report
Duration of Assignment
The assignmentis expected to take a period of four (4) weeks.
Requirements
1. Good understanding of Somalia/Somaliland (including power dynamics)
and the operating conditions forNGO providing assistance in the region.
2. NGOs providing assistance in Somalia.
3. Familiarity with the Somali NGO Consortium.
4. Proven experience undertaking strategic evaluations.
5. Minimum of a degree in Social Sciences, gender or any related field
6. Minimum of 5 years of professional experience in conducting research
and/or baseline assessments in access to justice, human rights programming
anddevelopment.

7. Proven experience in research methodologies, and other approaches
(including quantitative, qualitative andparticipatory).
8. Good writing skills, including coherent and consistentdocumentation.
9. Capacity to work with a multi-disciplinary team, including coordinating
technical input into researchwork.
10.Ability to work rapidly, both in person and remotely, with team members in
various locations.
