The municipality has approximately 36, 000 inhabitants and needs to acquire a new, cloud-based system solution for the follow-up of customer receivables that will support the entire debt collection process, from claims arising to payment, is followed up and recorded. The purpose of the procurement is to replace the existing solution with a future-oriented, user-friendly and secure standard solution that can be adapted to the municipality's work processes. The receivables area is business-critical and requires efficient case management, good interaction between the finance function and case handlers, as well as reliable information flow between systems. Ringsaker municipality is a special bailiff for the collection of municipal fees and property tax, with the authority to implement levies and carry out foreclosure transactions with mortgages on bank accounts, vehicles and property. The municipality also collects claims under private law, including claims relating to kindergartens, after-school education, libraries, health and coping, building case management, association fees, rent, cultural school, adult education and salary claims. The municipality needs better process support, more automated follow-up and stronger support for reporting, traceability and control. During 2025, around 10, 000 new cases were registered.
