Tender Details

The tender is carried out as a tender with negotiation in accordance with Sections 61-66 of the Tender Act with a prior pre-qualification. The ordering party reserves the right not to conduct a negotiation and thus award the contract on the basis of the initial offer The award criterion is "The best relationship between price and quality" in accordance with § 162, no. 3 of the Public Procurement Act. Four teams are selected from among the applicants for the pre-qualification and invited to submit offers. The offer phase begins with a joint inspection of it existing school and outdoor areas. After the inspection, the tenderers are invited to a voluntary dialogue meeting with the client with a view to discussing the intended main architectural features of the tender. The purpose of the meeting is to give the bidders the opportunity to clarify any questions and obtain an up-to-date understanding of the architectural framework and intentions. The client will not evaluate the qualitative sub-criteria before, during or after the meeting. The dialogue meeting has the sole purpose of giving the client the opportunity to to point out and draw attention to the tenderer's response to qualitative sub-criteria. After the dialogue meetings, the offers are finalized and submitted via the project web. The offers are then evaluated by an evaluation committee consisting of representatives from the contracting authority's organisation, the client's advisers and an external expert judge. On the basis of the assessment, the contracting authority decides whether a round of negotiations is to be carried out, or whether the task is awarded directly on the basis of the initial offers...
