Description
PURPOSE
This Request for Information (RFI) is being issued by the Naval Sea Systems Command (NAVSEA), on behalf of the U.S. Navy and Foreign Military Sales Boats and Craft Program Office (PMS300) to meet the requirements of multiple support craft acquisitions. PMS300 is (1) conducting general market research and (2) assessing the industrial base capability to support delivery of commercial vessels that would support U.S. Navy range operations, conduct testing, and support Fleet training and exercises.
The Navy has previously procured commercial offshore support vessels (OSVs) and converted them to meet its needs. However, the Navy understands that the domestic OSV fleet has been both reducing in quantity and increasing in average age. This is due to a variety of offshore and shipbuilding market conditions including increased new construction costs due to material price escalation and labor shortages. Additionally, it is understood that offshore support vessel (OSV) charter price and utilization rates have been steadily rebounding over the past few years, which, in conjunction with the aforementioned shipbuilding market conditions, has resulted in high secondhand vessel sale prices. Due to the complex market conditions, the Navy seeks to better understand the cost, schedule, and interest in a new construction OSV-based program.

DESCRIPTION
The Navy requires ocean-going vessels to meet the test and training needs of the Fleet. Vessels will be built to commercial standards, American Bureau of Shipping (ABS) classed, issued a United States Coast Guard (USCG) Certificate of Inspection (COI), and comply with statutory regulations including the International Convention for the Prevention of Pollution from Ships (MARPOL), the International Regulations for Preventing Collisions at Sea, (COLREGS), and Safety of Life at Sea (SOLAS).
