Invitation to Bid

for

New Configuration of the LRT Line 1 North Extension Project - Common Station/Unified Grand Central Station (North Extension Project) for the Department of Transportation (DOTr)

PUBLIC BIDDING NO. 18-011-3

1. The Procurement Service, through the Approved Multi-Year Obligational Authority No. MYOA-BMB-A-17-000003 of the Department of Transportation, intends to apply the sum of PhP 2, 783, 600, 784.56 (Two Billion Seven Hundred Eighty-three Million Six Hundred Thousand Seven Hundred Eighty-four Pesos and Fifty-six Centavos) being the Approved Budget for the -œDesign-and-Build- Contract (ABC) to payments under the contract for the New Configuration of the LRT Line 1 North Extension Project - Common Station/Unified Grand Central Station (North Extension Project). Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Procurement Service now invites bids for the:

-c Preparation of Conceptual Design, Detailed Design and Construction of Area A (LRT-1, MRT-3) station along EDSA in the vicinity of SM City North EDSA and the North Triangle Depot Area including additional viaduct for LRT-1.

Area A (LRT-1, MRT-3) is the new converging common station for both LRT-1 (Area A-1) and MRT-3 (Area A-2) lines. Area A is to be built along the existing LRT-1/MRT-3 viaduct approximately 275 meters center-to-center from the existing North Avenue Station of MRT-3. Under one roof, Area A-1 will serve as the south end terminal of the existing LRT-1 including the recently built LRT-1 North Extension, and Area A-2 as the north end terminal of the existing MRT-3 line.

-c Supply, Installation, Testing and Commissioning of the Appurtenant Electromechanical Systems in Area A-1 and Area A-2

-c Defects Liability Period

Full completion of Civil and Electromechanical Construction Works is required within twenty (20) months (600 calendar days) from Commencement Date and Defects Liability Works for twenty-four (24) months from issuance of Certificate of Completion for the Works. Bidders should have completed a

contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act.-

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, partnerships or organizations, and joint ventures/consortia with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from the Procurement Service and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested bidders on 11 JANUARY 2018 and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP 75, 000.00 (Seventy-five Thousand Pesos).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The Procurement Service will hold a Pre-Bid Conference on 22 JANUARY 2018 at 01:30 P.M. at the 2nd Floor, PS-Conference Room, Procurement Service, PS Complex, RR Road, Cristobal Street, Paco, Manila which shall be open to prospective bidders.

7. Bids must be duly received by the BAC III Secretariat at the address below on or before 12 FEBRUARY 2018 at 01:30 P.M. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on 12 FEBRUARY 2018 at 02:00 P.M at the 2nd Floor, PS-Conference Room, Procurement Service, PS Complex, RR Road, Cristobal Street, Paco, Manila. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.

9. The Procurement Service, reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
