The chosen construction method (glue blocks in baked clay) is fixed and forms a starting point for the project. The client wishes to further optimize the design together with the selected contractors during the negotiation phase, with special attention to: • budget optimization; • technical development of the utility connections; • limitation of the implementation period; • qualitative improvement proposals without loss of quality. The choice of an MPMO is motivated by: • the technical complexity; • the need for negotiations; • the optimization of price, planning and execution method. In the first (selection) phase, candidates are selected on the basis of legal, financial and technical capacity. Three to five candidates are then invited to the onderhandelingsfase.
