Title: New Bridge Crossing of the MaliolioRiver- Savaii Design and Construction SupervisionServices Reference No. : 1.3.3 1. The Government of the Independent of Samoa hasreceived a Grant through the International Development Association (IDA), towards the cost of the Enhanced Road Access Project and intends to apply a portion of these proceeds to eligible payments underthe consulting services for Design and Construction Supervision Services for a new bridge crossing of the Maliolio River on SavaiiIsland. 2. The consulting services ("the Services") include the preparation a suitable bridge design that best meetsthe required technical, environmental and social standards withintheavailable project funding, detailed design drawings and bid documentation to an appropriate standard that will enable the clientto procure, contract and supervise construction works within the available time and funding constraints. 3. The Scope of Services will cover, but not necessarilybe limited to: Stage A? options analysis and feasibility Stage B? fieldwork, surveys and site investigation, preliminary design (including preparation ofa Land Acquisition and Resettlement Plan and preparation of Planning u0026 Urban Management Agency (PUMA) application for thepreferred option Stage C? detailed design and documentation ready forconstruction procurement for thebridge and approach roads Stage D? procurement assistance to LTA Stage E? construction supervision u0026 works contract administration Stage F? monitoring during Defects Liability Period 4. 5. The Land Transport Authority now invites eligibleconsulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provideinformation demonstrating that they have the required qualifications and relevant experience to perform the Services.
Theshortlisting criteria are: (i) description of two similar assignments carried out in the past five years, (ii) experience in similar conditions (developingcountries inparticular the Pacific Region), and (iii) availability of technical personnel and capacity to complete the services in the timespecified. 6. The attentionof interested Consultants is drawn to paragraph 1.9 of the World Bank''''s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Creditsu0026 Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank''''s policy onconflict of interest. 7. Consultants mayassociate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. 8. A Consultantwill be selected in accordance with the Quality u0026 Cost Based Selection (QCBS) method set out in the "ConsultantGuidelines". 9.
