The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is issuing a solicitation for the procurement of a commercial, Unit Real Time Annual Subscription and Connectivity Support Annual Subscription for the North Texas Veterans Health Care System (NTVHCS), Dallas, Texas. This acquisition is being conducted as a small business set-aside basis using the revised FAR commercial products and commercial services procedures (FAR Part 12 as updated by the FAR Revolutionary Overhaul) and will result in a single firm fixed price contract. The Government anticipates using a Comparative Evaluation Procedures under FAR Part 12 and the updated FAR Part 15. Technical acceptability will be evaluated on a pass/fail basis against clearly defined minimum requirements set forth in the solicitation; among offers determined technically acceptable, award is expected to be made to the responsible offeror with the lowest total evaluated price, subject to a determination of price reasonableness.
