the department of national defence requires the upgrade of the code division multiple access to high speed packet access. This requirement is to maintain operability of the remote monitor/reset generator capability by upgrading department of national defence (dnd) equipment to interact with the telus network; which is changing from a code division multiple access (cdma) network to a high speed packet access (hspa) network, as specified in annex a- requirement.
no substitute justification: the equipment being requested is to maintain current network support of the cold lake air weapons range (clawr). The items being procured must be compatible with current telus cdma and hspa network and will be used to upgrade the network. Substitutions will not be allowed as telus has exclusive ip rights to the cdma and hspa network.
