The Department of Transport Management (DOTM) oversees public transportation in Nepal but lacks comprehensive planning and monitoring capabilities; leading to subpar service quality. Urbanization and vehicle ownership growth have exacerbated issues like traffic congestion; accidents; and pollution; especially in Kathmandu Valley (KV). To address these challenges; the Government of Nepal (GON) established the Kathmandu Valley Public Transport Authority (KV-PTA); aiming to promote decarbonization through sustainable multimodal public transport.An efficient and effective public transport system lays the foundation for an equitable and just society by providing access to economic opportunity; education; and freedom to move about the region; especially for vulnerable groups of the population. In addition; public transport is also a critical tool in mitigating climate change by allowing people a viable alternative to driving personal vehicles (typically with internal combustion engines); which have been proven to contribute significantly to the warming of the planet. Component 1 - Institutional Capacity Building: This component focuses on establishing a robust organizational structure for the KV-PTA; ensuring alignment with its mission and international best practices. It includes reviewing legal frameworks; recommending amendments for smooth operation; and designing departments with clear roles and responsibilities. Additionally; a comprehensive staffing plan and IT infrastructure assessment are crucial for effective functioning. Key to this component will be the preparation of the business plan for the agency for the next 10 years in light of its responsibilities; and its growing capacity; with the objective of ensuring that by year 10 it fully operates as modern public transport authority.Component 2 - Public Transport Reform and Integrated Planning: This component aims to support the modernization of Nepal's public transport system; including reforming bus services and exploring mass transit feasibility in KV. It involves reviewing existing policies; identifying gaps; and proposing reforms based on global models. The component should deliver a roadmap for bus modernization as well as feasibility studies for a mass transit corridor.Component 3 - Transition to E-Mobility Strategy: This component focuses on accelerating Nepal's transition to electric mobility; particularly for two- and three-wheeler vehicles. It includes analyzing existing regulations; assessing financing options; infrastructure requirements; and developing strategies to unlock private financing.
