Background
During 2004 - 2018, in 5 year cycles, the Ministry of Education (MoE), Guyana developed and
implemented education strategy plans (ESP) aimed to: (a) expand access through universal compulsory
education at the primary level; (b) provide at least three additional years of secondary education; (c)
expand access to nursery education, and d) provide equity and quality with priorities being catering to
children with disabilities and improving literacy and numeracy at the basic level.
The current ESP, 2014- 2018, is dedicated to ensuring that all citizens of Guyana, regardless of age, race or creed, physical or
mental disability, or socio-economic status, are given the best possible opportunity to achieve their full
potential through equal access to quality education, as defined by the standards and norms outlined by
the Ministry. (p.v). Its two priorities are:
· To increase learning outcomes for all levels of education and all sub-groups
· To decrease the differences in learning outcomes between sub-groups, especially between students in coastal and hinterland schools (p.27)
Objectives
· To give technical support to Regional Education Teams for the development of e contextualized plans of action consistent with the indicators and expected results of the Education Strategy Plan 2019-2030
· To prepare a detail analysis of the regional context
· To guide the drafting of action plan for each region
Scope of Work/ Work Assignments
The Consultant will:
· Accompany the Consultancy team to all Regional interactions
· Facilitate consultations including key informant interviews, focus group discussions and observations
· Draft the Regional Action Plan
· Support the oral presentation of findings to all stakeholders
Qualifications or Specialized Knowledge/Experience Required
· At least a Master's degree in education or a related field from a recognized university and at least five (5) years of experience in the Guyana education sector
OR
· A first degree in education with at least 15 years the Guyana education sector
· A good working knowledge and understanding of key developmental issues in Guyana and the Caribbean Region
· Experience in drafting quality strategic documents, targeted recommendations and master plans related to the education sector;
· Excellent English communication, report writing, analytical and presentation skills;
· Excellent proven interpersonal and organizational skills with ability to facilitate timely and effective coordination among multiple agencies and stakeholders at the local, sub -national and national levels
· A responsible and flexible attitude and capable of managing a variety of tasks.
· Strong coordination and peoples' skills;
· Familiarity with the local, political, economic and cultural environment of Guyana's administrative regions
