Request for proposals are invited for National Consultant to Assess the Impact of the Celebrating Families Model and Provide Recommendations for Sustainability and Scale in Cambodia
The key objectives the consultancy to:
1. Assess impact the Celebrating Families Model reducing violence families ensuring safe peaceful environment children grow up in
2. Provide recommendations strengthening approach have impact
3. Explore possible models sustainability scalability the Celebrating Families model including identifying synergies opportunities MOWA-s Positive Parenting Training strategy, Faith Leader model others.
Consultancy Requirements:
The Consultant have minimum qualifications required experience follows:
· Degree one the following - social work, child protection, community development similar
· At least 5-10 of experience area community development, child protection, social work, etc. Cambodia
· Experience with National Government entities MOWA MOSVY
· Project Evaluation Experience
· Knowledge government structure especially child protection system/positive parenting
· Fluency Khmer essential
· The consultant have excellent written verbal communication in English
Scope of Consultancy

1) Desk Review: Review policies, guidelines, government strategies, M&E and

technical documents related to Positive Parenting in Cambodia and the Celebrating

Families Model

2) Evaluate the effectiveness of the Celebrating Families model on reducing familial

violence and creating safe and peaceful environments for children and communities

in 5 target provinces (Kampong Thom; Siem Reap; Banteay Meanchey; Preah Vihear

and Takeo Province)

3) Compare and highlight synergies, differences and strengths of the Celebrating

Families Model and the Positive Parenting Training (Content, delivery, cost and

impact)

4) Assessdifferent modalities for sustainability and scale of the Celebrating Families

Model in Cambodia
