Background

In June 2017, UNICEF, UNFPA and other key partners developed a Regional Joint Programme to reduce child marriage and early unions throughout the Latin American and Caribbean region. Thus far, an initial five countries in Latin America are actively participating in the regional programme. Belize is poised to be the first English speaking Caribbean country to develop a roadmap with key strategies that also support and respond to the Regional Joint Programme. A workshop to be held in September 2018 in Belize is intended to bring together different actors and institutions to reflect upon the causes and consequences of this harmful practice, its impact on girls' lives and their healthy transition to adulthood.

In Belize, adolescents 15-19 year olds make up about 24% of the population (24% Males and 25% females). 15% are between 15-17 years and 9% are between 18-19 years. The most recent Multiple Indicator Cluster Survey, shows that birth rate among adolescents reaches 72 births per 1000 girls age 15-19 in 2015. Adolescent birth rate ranges from a low of 60 per 1, 000 girls in Corozal Town to as high as 115 per 1, 000 in Stann Creek District. The data also revealed that 21% of women and 11% of men age 15-19 years are currently married or in union and that 1-in-10 females 15-19 years have had a live birth (9% Urban and 12% Rural). 4% of young women and 5% of young men married before age 15. About 1-in-10 young women currently married/ in union have their husbands/ partners 10+ years older; while 27% have husbands/ partners 5-9 years older. 8% have their husbands/ partners younger than them.

The National Committee for Families and Children (NCFC), through a Technical Working Group for Child Protection (CPTWG), currently provides oversight to Belize-s National Child Protection Strategy. Given the context outlined above, one of the strategic lines of action in the National Child Protection Strategy is the development of a roadmap that addresses child marriage and early unions in Belize. The National Child Protection Strategy includes various commitments including a commitment to address child marriage and early unions. The national workshop that will be held at the end of September 2018 is the first attempt to determine what actions should take place to address child marriage and early unions.

The workshop has three main objectives:

• Deepen the understanding of the problem of child marriage and early unions in Belize.

• Provide spaces for dialogue among multiple actors from civil society, government, and parliamentarians, interested in building a national agenda to prevent and address early unions and child marriage.

• Develop a roadmap that has strategies to reduce early unions and child marriage in Belize and to increase the dialogue about the negative impacts of such harmful practice.

Purpose of the assignment

In this context, UNICEF and UNFPA in partnership with the National Committee for Families and Children, is looking for a consultant, who under the general guidance of the Child Marriage/Early Unions working group will be responsible for documenting the main outcomes of the 2 day workshop, reviewing and finalizing the products prepared at the workshop in order to develop and finalize the roadmap. It is important that the roadmap:

• Builds on evidence and is informed by existing national data, identifying specific drivers of violence, child marriage and early unions within Belize

• Includes a sound theory of change that reflects the linkage and flow between the identified problem, proposed implementation strategies and expected results;• Consider existing partnerships, coordination mechanisms, available resources, funding strategies and provide a proposed timeline for key steps or milestones;• Have a monitoring framework that identifies key performance indicators and ways to measure change and assess impact;• Follow the principles of participation, engagement, inclusion, integration and sustainability.

Deliverables and Time-frame

The consultancy is expected to be completed in 40 days distributed over 4 months. It is anticipated that the consultant will participate in the 2 days workshop, and lead a one day validation session of the final roadmap. The consultant is expected to implement the tasks below and achieve proposed deliverables in close consultation and coordination with Child Marriage/Early Unions working group.

The contract will have an estimated duration of four (4) months. Payment will be done based on delivery of finalized and approved deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Qualifications

· At least 4 years of experience with development of road maps, action plans, strategies for the child protection system

· Demonstrated ability to develop theory of change, identify drivers and strategies to address drivers

· Demonstrated ability to produce high quality results in a timely manner.

· Proven familiarity and experience working with the UN

· Good knowledge of the child protection system in Belize

· Sound understanding of human rights-based approaches, specifically the Convention on the Rights of the Child (CRC) Consultancy experience in child protection locally.

· Excellent command of English. Excellent analytical and writing skills.

· A post-graduate degree in social sciences
