Tenders are invited for National Consultancy to Develop the Technical Specification for Intranet for Immunization Program.

Timeline & Deliverables:

GAVI funded Health System Strengthening project is focused on development of sustainable fully functional cold chain system with trained staff. The building of the network is one of the major tasks which will allow increase effectiveness of communication and experience exchange among immunization program staff at all levels.

At this moment, all employees of the Ministry of Health have established electronic communication, however, limited access to global resources including webinars and on-line courses. National Immunization program comes out of GAVI and other donors' support at the end of 2020, which means that country should have stable and constant access to worldwide resources.

Therefore, it is important to build the intranet that will connect employees of immunization program to improve communication between different specialties and different levels, to have a common platform for information and knowledge exchange, discussion of future plans, development of joint actions, etc.

Thus, national consultant will do the following:

1. Assess the current situation with connectivity and electronic communication means within immunization program and in the country in general (in terms of existing capacity and strategic directions for development;

2. Assess current system requirements and limitations

3. Develop and agree with the MOH the necessary features for intranet site by following the principles of co-creation or human centre design

4. Develop the Terms of References and selection criteria for the selecting of IT company

5. Contribute to the technical assessment of bidding documents

As a result of this work, consultant will provide the following deliverables:

1. Assessment of the current situation with electronic communication means in healthcare - ToR for selection of the company for development of intranet for immunization program - 10 days

2. Develop and agree with the MOH the necessary features for intranet site - Detailed criteria for selecting the company - 10 days

3. Contribution to the selection process (technical assessment) - Report with inputs and recommendations to technical assessment of companies-participants of tender - 5 days

Required qualifications and areas of expertise

1. Bachelor and/or Master degree in IT programming and/or software development

2. Three to five years' experience of system analysis / business analysis

3. Working experience in software development

4. Implementation of up to two similar projects in the past

5. Experience of work with UN or international organizations is an asset

6. Knowledge of English language

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverable(s) incomplete, not finalized or for failure to meet deadlines. UNICEF will reserve copy right of all developed materials and own primary data collected through this assignment. The materials cannot be published or disseminated without prior written permission of UNICEF. UNICEF will be free to adapt and modify them in the future. The contractor must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.
